first we started with a picture of ari
then we did curves to turn the picture of ari red with blue eyes
then we used radial blur in the filter menu with the zoom effect
then we selected filter distort and twirl

Before and After Pie

I created the blue image by choosing "image " - "curves" and moving the little bucket along the curving line graph. Then, I did "distort" - "wave" and "distort"-"polar coordinates".
